By Art Aisner | It all comes down to roughly 20 seconds. That's about the time it took for Washtenaw County Sheriff's Sgt. Shawn Hoy to allegedly violate Bruce Lee's civil rights by punching the Ypsilanti Township man in the neck or head, and for not stopping a subordinate deputy from using unreasonable force, according to a video recording presented by prosecutors in federal court Wednesday.
